<p><strong><span style="font-size:12pt;font-family:&#34;">DEBKA<em>file</em></span></strong><span style="font-size:12pt;font-family:&#34;">’s military sources report that Israel military scouts uncovered a high-powered anti-tank IED trap near Kissufim on the Israeli side of the Gaza border Sunday, Oct. 12. It was composed of four large interlinked devices rigged to blow up in sequence. A fifth bomb just inside Gaza was located to detonate when Israeli reinforcements and emergency teams came up to tend to the casualties from the first series of explosions. </span></p>

<p>Every Sunday in Bogota, Colombia, the city's main roads are cleared of cars so that residents can bike around downtown without fear of becoming roadkill.  I had the chance to join <a href="http://www.streetfilms.org/archives/ciclovia/">the bike carnival </a>a few years ago during a vacation, and I returned to Tijuana thinking about the possiblities here.</p>
<p>Tijuana has some similar challenges - potholes, fickle drivers and tight spaces - which means its rare to encounter a bicyclist on the roads. One time, though, I was pleasantly surprise to see a group of perhaps 50 bicyclists zoom through a major intersection as I iddled at a red light. One of them had a shirt that said "Ciclopista Tijuana." After an Internet search (see video above), I discovered this was part of an earnest movement in Tijuana to create more spaces for urban bikers.</p>
<p>The "Ciclopista Tijuana" group has learned that pedaling in large groups is the best way to ensure safety on the roads and make a public statement (Their <a href="http://mx.groups.yahoo.com/group/ciclopistatijuana/?v=1&#38;t=directory&#38;ch=web&#38;pub=groups&#38;sec=dir&#38;slk=15">Yahoo! groups page</a> lists 111 members).  Now it appears their persistent and visible campaign has gotten some results. Tijuana-based <em>Frontera</em> reports that the <a href="http://www.frontera.info/EdicionEnLinea/Notas/Noticias/09102008/332787.aspx">city is beginning construction of a one-mile bike path </a>overlooking the city's canal. Unlike Bogota's solution, it appears be geared more towards bike race training but it could be a pedal in the right direction. </p>
<p>Note: Mexico City started a program like Colombia's last year that reserves 20 miles of the city's historic downtown streets for bicycles on Sundays. This military state is very hard for tourists to get into but I figured out a way to do it and that's through a border town by thailand where a day trip is allowed but only before sundown. We also had to leave our passports at the border and pick them out on the ay out. Anywhere outside of that town is off bounds for tourists. The minute we walked into the town we were surrounded by touts and beggars trying to sell us anything from cigarettes to Viagra. The piracy shops are huge and unregulated, the streets are in derelict. What looks like old colonial villas have turned into craft shacks. The only redeeming factor about he town is the huge temple on top of the mountain made out of gold and the view. I would recommend it for a day trip but not more than that. It's an experience and I am glad I did it.</p>

<content:encoded><![CDATA[<p>KHAR, Pakistan (AFP) - <span class="yshortcuts">Taliban</span> rebels decapitated four pro-government tribal elders in a Pakistan border region where the army is fighting Al-Qaeda and extremist militants, officials said Saturday.</p>
<p>It was the second killing this week in <span class="yshortcuts">Bajaur</span> of tribal elders, who have established an <span class="yshortcuts">armed force</span> to support the government's <span class="yshortcuts">military campaign</span> against Al-Qaeda and Taliban fighters in the area.</p>
<p>"This morning locals reported bodies of four tribal elders were lying on roadside," local administration official Mohammad Jamil told AFP, adding that the bodies showed extensive signs of torture.</p>
<p>A security official who declined to be named said the beheadings had been done by Al-Qaeda and <span class="yshortcuts">Taliban militants</span> to scare the local population away from supporting the army operations.</p>
<p>Four other pro-government elders were beheaded and their bodies found on Thursday.</p>
<p>The army says more than 1,000 rebel fighters have been killed since it launched an offensive in Bajaur in early August, including Al-Qaeda's operational commander in the region, Egyptian Abu Saeed Al-Masri.</p>
<p><span class="yshortcuts">Pakistan</span>'s tribal zone has been wracked by violence since thousands of Taliban and <span class="yshortcuts">Al-Qaeda</span> rebels sneaked into the country after the US-led <span class="yshortcuts">invasion of Afghanistan</span> in late 2001.</p>

<content:encoded><![CDATA[<p><I><B>Lao Cai (VNA) – </B></I>Vietnam ’s northern Lao Cai province and Qinzhou city of China ’s Guangxi province will jointly conduct a study on economic development and cultural-social changes of the Dao ethnic minority living along their common border.<BR><BR>An agreement on the project was signed recently by Director of the Lao Cai Department for Culture, Sports and Tourism Dr. Tran Huu Son, Dr. Be Van Hau from the Vietnam Institute of Sociology, and Prof. Yu Shijie from the Guangxi University for Nationalities.<BR><BR>The study will focus on impacts of trans-national tourism on economic development and traditional cultural preservation of the Dao ethnic minority group.<BR><BR>In addition, the project will also gather, study and classify antiquarian books of the targeted people.<BR><BR>The two sides agreed to equally send five experts to implement the project and hold seminars following each stage of study for review.-</p>

Neither candidate has been telling the whole truth. Neither of them has a perfect voting record. Both of them love to sling mud. Its part of the job. One has to wonder, though, if being in the position of a presidential candidate requires such, let call it cruelty, and a heartlessness that you can publically attack another in front of millions, what else must that person have done to be in that position? Did they have to lie? Cheat? Break IRS tax codes and commit mass corporate deceptions? I’m sure that they did. You can’t get all the way to the top without stepping on a few toes.</span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:small;font-family:Times New Roman;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:small;font-family:Times New Roman;">He taxes too much. If you vote for him you’ll be homeless. If you vote for the other one, your children will starve. But if you vote for the first guy, they’ll lose all their education and become stupid rejects, begging for day-old scraps behind the ghetto bakery. But the other guy will take your job. And the other one will tax your new raise so you actually come home with $5 less every week. One of them will date your mom. The other will shut down her nursing home. One will have dinner with terrorists at Arby’s while the other just sends him a check at Christmas, even though they don’t celebrate Christmas.</span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:small;font-family:Times New Roman;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:small;font-family:Times New Roman;">Here’s what I’m saying: There are bigger issues than whose face is on the front page. Every day 6000 kids are killed by mid-term or later abortion. They refuse to allow Bibles in schools, so Christian parents teach home school, allowing their children to learn math and moral values at the same time. While the schools are taking a massive dump when it comes to value and ethics and crime and teaching self-worth, the state of California just outlawed Christians from their God-given right to teach their own kids. Now they <em>have</em> to send them to the cesspool of a school that will teach anti-creation science, thereby infringing on the rights of students to practice their own religion freely (but don’t worry, they won’t attack Muslims, Buddhists, atheists, agnostics, pagans, wiccans, Scientologists, etc. Just the Christians.)</span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:small;font-family:Times New Roman;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:small;font-family:Times New Roman;">Let’s see, what else? Lets talk about gay marriage. I’m all for gays to have the right to choose their lifestyle- its their choice. (Just like my kids schooling used to be.) But I’m not for the whole gay-marriage thing. Sure, they can practice it, but that doesn’t <em>really</em> make it a marriage. I know, I know, they’ve redefined what “marriage” is, but it <em>used</em> to be a union before God between a man and a woman. Since most homosexuals don’t believe in or care for God, they can’t really have a union before Him that He will honor. But, what they hey, they ignored my right to practice my faith (only if it’s from the Christian Bible) by ignoring the 1<sup>st</sup> amendment, why not ignore the other principals too.</span></p>
<p class="MsoNormal" style="margin:0 0 12pt;"><span style="font-size:small;font-family:Times New Roman;"> </span></p>
<p class="MsoNormal" style="margin:0 0 12pt;"><span style="font-size:small;font-family:Times New Roman;">So who is going to do what to help me out? Am I personally going to benefit from either party being elected? Maybe, but probably not. There aren’t a whole lot of things that are going to actually make a difference in the way I daily live my life. I could be wrong, but here’s how I look at it:</span></p>
<p class="MsoNormal" style="margin:0 0 12pt;"><span style="font-size:small;font-family:Times New Roman;">If one side is accused of overtaxing and the other of allowing abortions, I will sacrifice a couple bucks, even a couple hundred, per year to vote for the sanctity of life. </span></p>
<p class="MsoNormal" style="margin:0 0 12pt;"><span style="font-size:small;font-family:Times New Roman;">If one side is accused of sending jobs overseas and the other of limiting free speech, I’m probably going to have to go for free speech. There will always be a need for jobs on the US. They may not be the best, but we have too many people not to need a ton of jobs. We also have a lot of politicians going after free speech, even though the ones attacked are the churches and the right. Hmm. </span></p>
<p class="MsoNormal" style="margin:0 0 12pt;"><span style="font-size:small;font-family:Times New Roman;">If one side wants to build a thousand mile fence at the borders and the other wants to let gays marry, I will go for the fence. Those guys are great climbers and if they can get in through, over or under a military fence, then they deserve to stay. For those that can’t, they can still come here, but have to go through the legal process. Meanwhile, I stand up for what I believe regarding gay marriage. I’m not anti-gay, but I’m not pro-gay. I’m just ok-gay; they can do their thing, but I don’t want tax dollars going toward something I find immoral. </span></p>
<p class="MsoNormal" style="margin:0 0 12pt;"><span style="font-size:small;font-family:Times New Roman;">Bottom line, I can’t do <em>anything</em> about the politicians. But, then again, I will probably never have to answer to them. I will, however, have to answer to God. I <strong>will</strong> stand before Him and be able to say that I voted for the things and the principles that are on His side, His Law, and His eternal purpose. I will say that I stood up for hundreds of thousands of innocent children and supported their right to life. I will say that I voted against the activity that led to His destroying Sodom and Gomorrah, the activities that He calls an abomination. I will be able to say that I stood up for His Word, His teaching, for the right to exhibit by faith, to speak freely the gospel. I will say, “Jesus, I stood up for you.”</span></p>

<p><!-- end storyhdr -->ISLAMABAD, Pakistan - U.S. missile attacks on suspected militants inside <span class="yshortcuts">Pakistan</span> are destabilizing the country and "helping the terrorists," Pakistan's foreign ministry said Friday.</p>
<p>American forces have carried out at least 11 assaults on targets on the Pakistan side of the Afghan border since Aug. 23, killing more than 100 people, most of them alleged militants, according to an Associated Press count based on figures provided by Pakistan intelligence officials.</p>
<p>The United States rarely confirms or denies the attacks, which Pakistan's military and civilian leaders have criticized as violations of the country's sovereignty.</p>
<p>"We want (the United States) to realize that these attacks are destabilizing the situation and they are not helping them or Pakistan," <span class="yshortcuts">foreign ministry spokesman</span> Mohammed Sadiq told reporters. "They are helping the terrorists."</p>
<p>The strikes are unpopular among many <span class="yshortcuts">Pakistanis</span> and used by critics and Muslim conservatives to rally support for their campaign to unseat the country's broadly secular, pro-U.S. government.</p>
<p>The most recent alleged U.S. attack took place late Thursday in <span class="yshortcuts" style="cursor:hand;border-bottom:#0066cc 1px dashed;">north Waziristan</span> and killed at least nine people, between six and eight of them suspected foreign militants, intelligence officials said.</p>
<p>The intelligence officials said they were investigating to try to establish the identities of the victims.</p>

<p>The U.S. economy may be tanking and Mexico struggling with drug trafficking violence, but that doesn't seem to have stopped <a href="http://www.tigerwoods.com/defaultflash.sps">Tiger Woods </a>and a development group from moving forward with an oceanfront golf course just south of <a href="http://en.wikipedia.org/wiki/Ensenada,_Baja_California">Ensenada</a>.</p>
<p>According to <em>The Wall Street Journal</em>, the project in <a href="http://ca.news.yahoo.com/nphotos/Punta-Brava-a-piece-of-land-set-to-be-developed-into-a-private-golf-and-ocean-club-community-is-shown-in-Ensenada/photo/08102008/6/photo/photos-n-sports-punta-brava-piece-land-set-developed-private-golf-ocean.html">Punta Brava </a>will include about 125 homes with prices starting at $3 million. Woods told the Journal that "It's so beautiful there. You see the ocean from all the 18 holes. That's something we didn't ever want to lose<a href="http://online.wsj.com/article/SB122340642160312179.html?mod=googlenews_wsj">." Read the rest of the <em>Journal</em> article here.</a></p>
<p><a href="http://www.golfbaja.com/">Golfbaja.com</a> lists 15 golfing facilities along the entire Baja peninsula. I'm not a golfer, but I am familiar with the Club Campestre Golf Resort in Tijuana, and I have a friend who has done some golfing south of Tijuana and seemed to like it. (Another Baja golf site to check out is <a href="http://www.bajacaliforniagolf.com/the_golf_courses_of_baja_california.htm">bajacaliforniagolf.com)</a></p>
<p>The <em>Journal</em> reports the latest project won't open until 2011, which gives a fair amount time for things to cool off both north and south of the border. In the meantime, you can listen to the sound of ocean waves rolling onto shore at the <a href="http://www.puntabrava.com/">project's website here.</a></p>
<p>Woods is the latest U.S. celebrity to attach his name to a Baja California project. Donald Trump lent his name to a high-end coastal condo-hotel project just south of Tijuana that's <a href="http://www.signonsandiego.com/news/mexico/tijuana/20080117-9999-1b17trump.html">supposed to be completed in 2009</a>, according to an article in <em>The San Diego Union-Tribune. </em>These kinds of developments in Baja California are typically marketed to residents north of the border.</p>

<p>Last month we wrote about the beautiful memories of Mr. Sarwar. In response we have received another touching letter from someone who is trying to find more about his ancestral place. Here is the letter :</p>
<p>"Salam,</p>
<p>My mother lived in pre-partition Jalandar and was daughter of  (Dr) Sheikh Abul Fazal, Vce Chancelor Kapurthala University ( was also a Master Freemason ); they lived in Haveli Danishmandan in Jalandar.<br />
My mammon's names are Abul Faizi ,  Abul Fida ( had a limped foot - very marked and walked with a stick )- one brother Abul Arshad ( who lost his mantal balance and in depression left the house and was never found ever again - though he managed to study till his Masters but failed to obtain the degree ) and only living now is Abul Nasr ( before partition went to Italy and France and at the time of Partition was in Kabul - presently lives in Lahore).</p>
<p>I recall my late mother talking about visiting Raja's Sahib's Mahal on occasions  ( commuting in covered tongas and escorted by their brothers and " Munshi Sahib" ) ;</p>
<p>My Nana Sh Abul Fazal had received many medals, decorations ( from Freemasons ) and awards by the societies being a PhD and spoke 7 languages; I have passed on severral of his medals and decorations - which I shall pass on to next generation to keep ... and cherish</p>
<p>I wonder if the writer of the subject mentioned letter recalls these people and could tell me more about them ...</p>

<p>With brains in your head and feet in your shoes, if you saw this what would you choose?</p>
<p>Paying heed to Dr. Seuss and his wise words, we faced up to our fears and headed to Nicaragua.</p>
<p>It was with some trepidation that we opted to do our visa run to the small fishing village of San Juan del Sur. My knowledge of the country and its history is limited to the bloody and politically controversial civil war that happened 20 years ago and we wondered whether it would be safe to travel with two small children here.</p>
<p>This was foremost on my mind when we were dropped off a bus, after five hours on board and two hours at the border, on a lonely road some 20 kilometres from our final destination. We knew we'd have to take a taxi to San Juan del Dur from Rivas, a border town just inside Nicaragua, but no town appeared before us. Just a fork in the road with a couple of buildings alongside.</p>
<p>According to Lonely Planet, we were to expect a crush of locals competing for a $15-$20 fare to the tiny tourist village. But here, there was just one car, parked at the side of the road.</p>
<p>The driver called out to us, "Taxi," as we stood bewildered.</p>
<p>What were we to do but climb in, and hope we wouldn't be driven to some remote jungle location and robbed of our bags and left to our own devices?</p>
<p>Our fears, it turned out, were completely unfounded and we were delivered to our destination in a jalopy of a car without incident, on well-paved straight roads not unlike any North American highway.</p>
<p>The town is quaint and full of charm and colour, its crescent-shaped beach alive with activity.</p>
<p>By Nicaraguan standards (more than half the country's inhabitants live in extreme poverty) it is prosperous. And aside from the odd street robbery and petty theft, it is safe and peaceful with tourism and foreign investment providing opportunity for jobs and a better future.</p>
<p>The co-owner of the hotel where we're staying, Hotel Villa Isabella, started a mobile library that provides books to school children and workers at coffee plantations. Another community project also resulted in the recent installation of a beautiful playground where the local children gather to play outside the church and main square.</p>
<p>But there are signs that the region is still very much a Third World,  a place where children go hungry and the lights often go out for hours, if not days, at a time.</p>
<p>While eating lunch at the local market, where a meal can cost as little as $1, a small boy hovered near our table along with a dog, both with sad eyes begging for food.</p>
<p>The dog I could ignore but the boy tugged at my heart, his dark eyes boring into me. I offered him some of our lunch, and he quietly accepted, sitting at the end of the table next to my son.</p>
<p>What happened next filled me with pride and brought tears to my eyes: my son, 5 1/2, offered the boy the last of his fries and Coke -- a special treat that he relishes and would ordinarily not relinquish for anything.</p>
<p>He even spoke to the boy in Spanish, asking him if he liked it.</p>
<p>"Te gusta?" my son asked the lad, who quietly nodded.</p>
<p>I kissed my son on the forehead, and told him I was pleased with his gesture.</p>
<p>On our way into Nicaragua we had passed many shanty homes alongside the highway and I had explained to him that this was a country where many children didn't have enough food, let alone toys.</p>
<p>I wondered, was his act of kindness the manifestation of this message?</p>
<p>Later, I asked him why he gave his food and drink to the boy, curious how he would answer.</p>
<p>"I wanted to share. He wanted to eat with us and didn't have any food, so I wanted to share with him," my son replied, again bringing me to tears.</p>
<p>In this moment, all the misgivings about our year-long trek to Central America, where it is a continuous struggle to adapt to the culture and language evaporated like the mist over the mountains that hug the bay at San Juan del Sur.</p>
<p>Like the sun disappearing into the horizon, memories of the beach will eventually fade. But the development of a conscience and kind heart is something that -- hopefully -- can't be forgotten because it's now part of my boy's essence.</p>

<P align="left"><FONT face="Times New Roman" size="3">This was decided at the tenth meeting of the Viet Nam-Cambodia Joint Committee for Economic, Cutural, Scientific and Technological Co-operation held in Da Nang City yesterday.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">In attendance was Deputy Prime Minister cum Foreign Minister Pham Gia Khiem, chairman of the Vietnamese sub-committee, and his Cambodian counterpart, Hor Namhong.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Khiem told his guest that the meeting was taking place at a time when relations between Viet Nam and Cambodia had been developing well in economy, politics, culture, national defence and security.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Yet much remained to be done to make the two sides’ co-operation more comprehensive and effective, he said.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">The two sides decided to give priority to developing human training, infrastructure construction, trade-investment, energy, transport, healthcare, mining, oil and gas, cash crops and seafood processing.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">They agreed to create favourable conditions for trade and services activities in an attempt to raise the two countries’ trade turnover to more than US$2 billion by 2010.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">They also want to strengthen co-operation in agriculture and encourage businesses in the two countries to invest in building hydro-electricity plants, exploit and develop oil and gas and telecommunications services.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">The two deputy prime ministers examined the upgrade of some international border gates to pave the way for economic and cultural exchanges between two countries and between localities in border areas.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">They agreed to continue co-operating on national defence and security, anti-trans-national crimes and joint naval patrols.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">The meeting reviewed the implementation of agreements obtained at the ninth Joint Committee meeting.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Meeting participants heard work on planting border markers had been sped up in order to complete marking the border between the two countries by 2012.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">It was noted that some projects agreed to at the ninth meeting were being implemented at snail speed and had to speed up.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Cambodian Deputy Prime Minister Hor Namhong said the tenth meeting was a favourable condition for future co-operation.</FONT></P><br />

And be it further enacted</em>, That it shall be the duty of the marshal of the district in which any alien enemy shall be apprehended, who by the President of the United States, or by order of any court, judge or justice, as aforesaid, shall be required to depart, and to be removed, as aforesaid, to provide therefor, and to execute such order, by himself or his deputy, or other discreet person or persons to be employed by him, by causing a removal of such alien out of the territory of the United States; and for such removal the marshal shall have the warrant of the President of the United States, or of the court, judge or justice ordering the same, as the case may be.</p>

Be it enacted by the Senate and House of Representatives of the United States of America, in Congress assembled</em>, That if any persons shall unlawfully combine or conspire together, with intent to oppose any measure or measures of the government of the United States, which are or shall be directed by proper authority, or to impede the operation of any law of the United States, or to intimidate or prevent any person holding a place or office in or under the government of the United States, from undertaking, performing or executing his trust or duty, and if any person or persons, with intent as aforesaid, shall counsel, advise or attempt to procure any insurrection, riot, unlawful assembly, or combination, whether such conspiracy, threatening, counsel, advice, or attempt shall have the proposed effect or not, he or they shall be deemed guilty of a high misdemeanor, and on conviction, before any court of the United States having jurisdiction thereof, shall be punished by a fine not exceeding five thousand dollars, and by imprisonment during a term not less than six months nor exceeding five years; and further, at the discretion of the court may be ho]den to find sureties for his good behaviour in such sum, and for such time, as the said court may direct.</p>
<p><em>SEC. 2. And be it farther enacted</em>, That if any person shall write, print, utter or publish, or shall cause or procure to be written, printed, uttered or published, or shall knowingly and willingly assist or aid in writing, printing, uttering or publishing any false, scandalous and malicious writing or writings against the government of the United States, or either house of the Congress of the United States, or the President of the United States, with intent to defame the said government, or either house of the said Congress, or the said President, or to bring them, or either of them, into contempt or disrepute; or to excite against them, or either or any of them, the hatred of the good people of the United States, or to stir up sedition within the United States, or to excite any unlawful combinations therein, for opposing or resisting any law of the United States, or any act of the President of the United States, done in pursuance of any such law, or of the powers in him vested by the <a href="http://www.yale.edu/lawweb/avalon/usconst.htm">constitution of the United States</a>, or to resist, oppose, or defeat any such law or act, or to aid, encourage or abet any hostile designs of any foreign nation against United States, their people or government, then such person, being thereof convicted before any court of the United States having jurisdiction thereof, shall be punished by a fine not exceeding two thousand dollars, and by imprisonment not exceeding two years.</p>
<p><em>SEC. 3. And be it further enacted and declared</em>, That if any person shall be prosecuted under this act, for the writing or publishing any libel aforesaid, it shall be lawful for the defendant, upon the trial of the cause, to give in evidence in his defence, the truth of the matter contained in Republication charged as a libel. And the jury who shall try the cause, shall have a right to determine the law and the fact, under the direction of the court, as in other cases.</p>
<p><em>SEC. 4. And be it further enacted</em>, That this act shall continue and be in force until the third day of March, one thousand eight hundred and one, and no longer: Provided, that the expiration of the act shall not prevent or defeat a prosecution and punishment of any offence against the law, during the time it shall be in force.</p>

<blockquote><p>Whereas, in the opinion of the Government of the United States the coming of Chinese laborers to this country endangers the good order of certain localities within the territory thereof: Therefore,</p>
<p>Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That from and after the expiration of ninety days next after the passage of this act, and until the expiration of ten years next after the passage of this act, the coming of Chinese laborers to the United States be, and the same is hereby, suspended; and during such suspension it shall not be lawful for any Chinese laborer to come, or having so come after the expiration of said ninety days, to remain within the United States.</p>
<p>SEC. 2. That the master of any vessel who shall knowingly bring within the United States on such vessel, and land or permit to be landed, any Chinese laborer, from any foreign port or place, shall be deemed guilty of a misdemeanor, and on conviction thereof shall be punished by a fine of not more than $500 for each and every such Chinese laborer so brought, and may be also imprisoned for a term not exceeding one year.</p>
<p>SEC. 3. That the two foregoing sections shall not apply to Chinese laborers who were in the United States on the 17th day of November, 1880, or who shall have come into the same before the expiration of ninety days next after the passage of this act...</p>
<p>SEC. 4. That for the purpose of properly identifying Chinese laborers who were in the United States on the 17th day of November, 1880, or who shall have come into the same before the expiration of ninety days next after the passage of this act, and in order to furnish them with the proper evidence of their right to go from and come to the United States of their free will and accord, as provided by the treaty between the United States and China dated November 17, 1880, the collector of customs of the district from which any such Chinese laborer shall depart from the United States shall, in person or by deputy, go on board each vessel having on board any such Chinese laborer and cleared or about to sail from his district for a foreign port, and on such vessel make a list of all such Chinese laborers, which shall be entered in registry-books to be kept for that purpose, in which shall be stated the name, age, occupation, last place of residence, physical marks or peculiarities, and all facts necessary for the identification of each of such Chinese laborers, which books shall be safely kept in the custom-house; and every such Chinese laborer so departing from the United States shall be entitled to, and shall receive, free of any charge or cost upon application therefor, from the collector or his deputy, at the time such list is taken a certificate, signed by the collector or his deputy and attested by his seal of office, in such form as the Secretary of the Treasury shall prescribe, which certificate shall contain a statement of the name, age, occupation, last place of residence, personal description, and facts of identification of the Chinese laborer to whom the certificate is issued, corresponding with the said list and registry in all particulars...</p>
<p>SEC. 5. That any Chinese laborer mentioned in section four of this act being in the United States, and desiring to depart from the United States by land, shall have the right to demand and receive, free of charge or cost, a certificate of identification similar to that provided for in section four of this act to be issued to such Chinese laborers as may desire to leave the United States by water; and it is hereby made the duty of the collector of customs of the district next adjoining the foreign country to which said Chinese laborer desires to go to issue such certificate, free of charge or cost, upon application by such Chinese laborer, and to enter the same upon registry-books to be kept by him for the purpose, as provided for in section four of this act.</p>
<p>SEC. 6. That in order to the faithful execution of articles one and two of the treaty in this act before mentioned, every Chinese person other than a laborer who may be entitled by said treaty and this act to come within the United States, and who shall be about to come to the United States, shall be identified as so entitled by the Chinese Government in each case, such identity to be evidenced by a certificate issued under the authority of said government, which certificate shall be in the English language or (if not in the English language) accompanied by a translation into English, stating such right to come, and which certificate shall state the name, title, or official rank, if any, the age, height, and all physical peculiarities, former and present occupation or profession, and place of residence in China of the person to whom the certificate is issued and that such person is entitled conformably to the treaty in this act mentioned to come within the United States...</p>
<p>SEC. 7. That any person who shall knowingly and falsely alter or substitute any name for the name written in such certificate or forge any such certificate, or knowingly utter any forged or fraudulent certificate, or falsely personate any person named in any such certificate, shall be deemed guilty of a misdemeanor; and upon conviction thereof shall be fined in a sum not exceeding $1,000, and imprisoned in a penitentiary for a term of not more than five years.</p>
<p>SEC. 8. That the master of any vessel arriving in the United States from any foreign port or place shall, at the same time he delivers a manifest of the cargo, and if there be no cargo, then at the time of making a report, of the entry of the vessel pursuant to law, in addition to the other matter required to be reported, and before landing, or permitting to land, any Chinese passengers, deliver and report to the collector of customs of the district in which such vessels shall have arrived a separate list of all Chinese passengers taken on board his vessel at any foreign port or place, and all such passengers on board the vessel at that time...</p>
<p>SEC. 9. That before any Chinese passengers are landed from any such vessel, the collector, or his deputy, shall proceed to examine such passengers, comparing the certificates with the list and with the passengers; and no passenger shall be allowed to land in the United States from such vessel in violation of law...</p>
<p>SEC. 11. That any person who shall knowingly bring into or cause to be brought into the United States by land, or who shall knowingly aid or abet the same, or aid or abet the landing in the United States from any vessel of any Chinese person not lawfully entitled to enter the United states, shall be deemed guilty of a misdemeanor, and shall, on conviction thereof, be fined in a sum not exceeding $1,000, and imprisoned for a term not exceeding one year.</p>
<p>SEC. 12. That no Chinese person shall be permitted to enter the United States by land without producing to the proper officer of customs the certificate in this act required of Chinese persons seeking to land from a vessel...</p>
<p>SEC. 13. That this act shall not apply to diplomatic and other officers of the Chinese Government traveling upon the business of that government, whose credentials shall be taken as equivalent to the certificate in this act mentioned, and shall exempt them and their body and household servants from the provisions of this act as to other Chinese persons.</p>
<p>SEC. 14. That hereafter no State court or court of the United States shall admit Chinese to citizenship; and all laws in conflict with this act are hereby repealed.</p>
<p>SEC. 15. That he words "Chinese laborers," wherever used in this act, shall be construed to mean both skilled and unskilled laborers and Chinese employed in mining.</p>

<p class="MsoNormal" style="margin-bottom:10pt;"><span style="font-size:10pt;">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That as used in this Act— </span></p>
<p class="MsoNormal" style="margin-bottom:10pt;"><span style="font-size:10pt;">The term ''United States'' means the United States, and any waters, territory, or other place subject to the jurisdiction thereof except the Canal Zone and the Philippine Islands; but if any alien leaves the Canal Zone or any insular possession of the United States and attempts to enter any other place under the jurisdiction of the United States nothing contained in this Act shall be construed as permitting him to enter under any other conditions than those applicable to all aliens. </span></p>
<p class="MsoNormal" style="margin-bottom:10pt;"><span style="font-size:10pt;">The word ''alien'' includes any person not a native-born or naturalized citizen of the United States, but this definition shall not be held to include Indians of the United States not taxed nor citizens of the islands under the jurisdiction of the United States. </span></p>
<p class="MsoNormal" style="margin-bottom:10pt;"><span style="font-size:10pt;">The term ''Immigration Act'' means the Act of February 5, 1917, entitled ''An Act to regulate the immigration of aliens to, and the residence of aliens in, the United States''; and the term ''immigration laws'' includes such Act and all laws, conventions, and treaties of the United   States relating to the immigration, exclusion, or expulsion of aliens. </span></p>
<p class="MsoNormal" style="margin-bottom:10pt;"><span style="font-size:10pt;">Sec. 2. (a) That the number of aliens of any nationality who may be admitted under the immigration laws to the United   States in any fiscal year shall be limited to 3 per centum of the number of foreign born persons of such nationality resident in the United   States as determined by the United States census of 1910. This provision shall not apply to the following, and they shall not be counted in reckoning any of the percentage limits provided in this Act: (1) Government officials, their families, attendants, servants, and employees; (2) aliens in continuous transit through the United States; (3) aliens lawfully admitted to the United States who later go in transit from one part of the United States to another through foreign contiguous territory; (4) aliens visiting the United States as tourists or temporarily for business or pleasure; (5) aliens from countries immigration from which is regulated in accordance with treaties or agreements relating solely to immigration; (6) aliens from the so-called Asiatic barred zone, as described in section 3 of the Immigration Act; (7) aliens who have resided continuously for at least one year immediately preceding the time of their admission to the United States in the Dominion of Canada, Newfoundland, the Republic of Cuba, the Republic of Mexico, countries of Central or South America, or adjacent islands; or (8) aliens under the age of eighteen who are children of citizens of the United States. </span></p>
<p class="MsoNormal" style="margin-bottom:10pt;"><span style="font-size:10pt;">(b) For the purposes of this Act nationality shall be determined by country of birth, treating as separate countries the colonies or dependencies for which separate enumeration was made in the United States census of 1910. </span></p>
<p class="MsoNormal" style="margin-bottom:10pt;"><span style="font-size:10pt;">(c) The Secretary of State, the Secretary of Commerce, and the Secretary of Labor, jointly, shall, as soon as feasible after the enactment of this Act, prepare a statement showing the number of persons of the various nationalities resident in the United States as determined by the United States census of 1910, which statement shall be the population basis for the purposes of this Act. In case of changes in political boundaries in foreign countries occurring subsequent to 1910 and resulting (1) in the creation of new countries, the Governments of which are recognized by the United States, or (2) in the transfer of territory from one country to another, such transfer being recognized by the United States, such officials, jointly, shall estimate the number of persons resident in the United States in 1910 who were born within the area included in such new countries or in such territory so transferred, and revise the population basis as to each country involved in such change of political boundary. For the purpose of such revision and for the purposes of this Act generally aliens born in the area included in any such new country shall be considered as having been born in such country, and aliens born in any territory so transferred shall be considered as having been born in the country to which such territory was transferred. </span></p>
<p class="MsoNormal" style="margin-bottom:10pt;"><span style="font-size:10pt;">(d) When the maximum number of aliens of any nationality who may be admitted in any fiscal year under this Act shall have been admitted all other aliens of such nationality, except as otherwise provided in this Act, who may apply for admission during the same fiscal year shall be excluded: Provided, That the number of aliens of any nationality who may be admitted in any month shall not exceed 20 per centum of the total number of aliens of such nationality who are admissible in that fiscal year: Provided further, That aliens returning from a temporary visit abroad, aliens who are professional actors, artists, lecturers, singers, nurses, ministers of any religious denomination, professors for colleges or seminaries, aliens belonging to any recognized learned profession, or aliens employed as domestic servants, may, if otherwise admissible, be admitted notwithstanding the maximum number of aliens of the same nationality admissible in the same month or fiscal year, as the case may be, shall have entered the United States; but aliens of the classes included in this proviso who enter the United States before such maximum number shall have entered shall (unless excluded by subdivision (a) from being counted) be counted in reckoning the percentage limits provided in this Act: Provided further, That in the enforcement of this Act preference shall be given so far as possible to the wives, parents, brothers, sisters, children under eighteen years of age, and fiancees, (1) of citizens of the United States, (2) of aliens now in the United States who have applied for citizenship in the manner provided by law, or (3) of persons eligible to United States citizenship who served in the military or naval forces of the United States at any time between April 6, 1917, and November 11, 1918, both dates inclusive, and have been separated from such forces under honorable conditions. </span></p>
<p class="MsoNormal" style="margin-bottom:10pt;"><span style="font-size:10pt;">Sec. 3. That the Commissioner General of Immigration, with the approval of the Secretary of Labor, shall, as soon as feasible after the enactment of this Act, and from time to time thereafter, prescribe rules and regulations necessary to carry the provisions of this Act into effect. He shall, as soon as feasible after the enactment of this Act, publish a statement showing the number of aliens of the various nationalities who may be admitted to the United States between the date this Act becomes effective and the end of the current fiscal year, and on June 30 thereafter he shall publish a statement showing the number of aliens of the various nationalities who may be admitted during the ensuing fiscal year. He shall also publish monthly statements during the time this Act remains in force showing the number of aliens of each nationality already admitted during the then current fiscal year and the number who may be admitted under the provisions of this Act during the remainder of such year, but when 75 per centum of the maximum number of any nationality admissible during the fiscal year shall have been admitted such statements shall be issued weekly thereafter. All statements shall be made available for general publication and shall be mailed to all transportation companies bringing aliens to the United States who shall request the same and shall file with the Department of Labor the address to which such statements shall be sent. The Secretary of Labor shall also submit such statements to the Secretary of State, who shall transmit the information contained therein to the proper diplomatic and consular officials of the United States, which officials shall make the same available to persons intending to emigrate to the United States and to others who may apply. </span></p>
<p class="MsoNormal" style="margin-bottom:10pt;"><span style="font-size:10pt;">Sec. 4. That the provisions of this Act are in addition to and not in substitution for the provisions of the immigration laws. </span></p>
<p class="MsoNormal" style="margin-bottom:10pt;"><span style="font-size:10pt;">Sec. 5. That this Act shall take effect and be enforced 15 days after its enactment (except sections 1 and 3 and subdivisions (b) and (c) of section 2, which shall take effect immediately upon the enactment of this Act), and shall continue in force until June 30, 1922, and the number of aliens of any nationality who may be admitted during the remaining period of the current fiscal year, from the date when this Act becomes effective to June 30, shall be limited in proportion to the number admissible during the fiscal year 1922. </span></p>

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may be cited as the "Immigration Act of 1924" Sec. 2. (a) A consular officer upon the application of any immigrant (as defined in section 3) may (under the conditions hereinafter prescribed and subject to the limitations prescribed in this Act or regulations made thereunder as to the number of immigration visas which may be issued by such officer) issue to such immigrant an immigration visa which shall consist of one copy of the application provided for in section 7, visaed by such consular officer. Such visa shall specify (1) the nationality of the immigrant; (2) whether he is a quota immigrant (as defined in section 5) or a non-quota immigrant (as defined in section 4); (3) the date on which the validity of the immigration visa shall expire; and such additional information necessary to the proper enforcement of the immigration laws and the naturalization laws as may be by regulations prescribed. b. The immigrant shall furnish two copies of his photograph to the consular officer. One copy shall be permanently attached by the consular officer to the immigration visa and the other copy shall be disposed of as may be by regulations prescribed. c. The validity of an immigration visa shall expire at the end of such period, specified in the immigration visa, not exceeding four months, as shall be by regulations prescribed. In the case of a immigrant arriving in the United States by water, or arriving by water in foreign contiguous territory on a continuous voyage to the United States, if the vessel, before the expiration of the validity of his immigration visa, departed from the last port outside the United States and outside foreign contiguous territory at which the immigrant embarked, and if the immigrant proceeds on a continuous voyage to the United States, then, regardless of the time of his arrival in the United States, the validity of his immigration visa shall not be considered to have expired. (d) If an immigrant is required by any law, or regulations or orders made pursuant to law, to secure the visa of his passport by a consular officer before being permitted to enter the United States, such immigrant shall not be required to secure any other visa of his passport than the immigration visa issued under this Act, but a record of the number and date of his immigration visa shall be noted on his passport without charge therefor. This subdivision shall not apply to an immigrant who is relieved, under subdivision (b) of section 13, from obtaining an immigration visa. (e) The manifest or list of passengers required by the immigration laws shall contain a place for entering thereon the date, place of issuance, and number of the immigration visa of each immigrant. The immigrant shall surrender his immigration visa to the immigration officer at the port of inspection, who shall at the time of inspection indorse on the immigration visa the date, the port of entry, and the name of the vessel, if any, on which the immigrant arrived. The immigration visa shall be transmitted forthwith by the immigration officer in charge at the port of inspection to the Department of Labor under regulations prescribed by the Secretary of Labor. (f) No immigration visa shall be issued to an immigrant if it appears to the consular officer, from statements in the application, or in the papers submitted therewith, that the immigrant is inadmissible to the United States under the immigration laws, nor shall such immigration visa be issued if the application fails to comply with the provisions of this Act, nor shall such immigration visa be issued if the consular officer knows or has reason to believe that the immigrant is inadmissible to the United States under the immigration laws. (g) Nothing in this Act shall be construed to entitle an immigrant, to whom an immigration visa has been issued, to enter the United States, if, upon arrival in the United States, he is found to be inadmissible to the United States under the immigration laws. The substance of this subdivision shall be printed conspicuously upon every immigration visa. (h) A fee of $9 shall be charged for the issuance of each immigration visa, which shall be covered into the Treasury as miscellaneous receipts. DEFINITION OF IMMIGRANT. SEC. 3. When used in this Act the term "immigrant" means an alien departing from any place outside the United States destined for the United States, except (1) a government official, his family, attendants, servants, and employees, (2) an alien visiting the United States temporarily as a tourist or temporarily for business or pleasure, (3) an alien in continuous transit through the United States, (4) an alien lawfully admitted to the United States who later goes in transit from one part of the United States to another through foreign contiguous territory, (5) a bona fide alien seaman serving as such on a vessel arriving at a port of the United States and seeking to enter temporarily the United States solely in the pursuit of his calling as a seaman, and (6) an alien entitled to enter the United States solely to carry on trade under and in pursuance of the provisions of a present existing treaty of commerce and navigation. NON-QUOTA IMMIGRANTS. SEC. 4. When used in this Act the term "non-quota immigrant" means- (a) An immigrant who is the unmarried child under 18 years of age, or the wife, of a citizen of the United States who resides therein at the time of the filing of a petition under section 9; (b) An immigrant previously lawfully admitted to the United States, who is returning from a temporary visit abroad; (c) An immigrant who was born in the Dominion of Canada, Newfoundland, the Republic of Mexico, the Republic of Cuba, the Republic of Haiti, the Dominican Republic, the Canal Zone, or an independent country of Central or South America, and his wife, and his unmarried children under 18 years of age, if accompanying or following to join him; (d) An immigrant who continuously for at least two years immediately preceding the time of his application for admission to the United States has been, and who seeks to enter the United States solely for the purpose of, carrying on the vocation of minister of any religious denomination, or professor of a college, academy, seminary, or university; and his wife, and his unmarried children under 18 years of age, if accompanying or following to join him; or (e) An immigrant who is a bona fide student at least 15 years of age and who seeks to enter the United States solely for the purpose of study at an accredited school, college, academy, seminary, or university, particularly designated by him and approved by, the Secretary of labor, which shall have agreed to report to the Secretar
