The Power of Information taskforce has also been busy, launching a competition to generate ideas about making better use of public information (wish my department had thought of that..). Now OPSI has created an 'unlocking' service for people to request the availability of government data in usable formats.

All this stuff, all these ideas, are great. Its not all 'sexy' social media (thank goodness), some of it is more fundamental than that.

I've been deliberating for a while about how we publish information online. On a daily basis we produce a fair number of documents in pdf format, not ideal but given the limited time (and various commitments that have been made) we have its often all we can do to get the information up on the website.

On Saturday I went along to Opentech08. Another inspiring event, but for very different reasons. Instead of being evangelist in approach it was very techie (I was well out of my depth there, chairing a session on openID - about which I know nothing). But there was a lot of talk about data feeds, mash ups etc. Luckily John Sheridan from OPSI gave me a quick five minute noddy guide to the whole area over lunch (I still don't understand it, but I did smile a lot).

Anyway, from all that, and conversations I've been having with all sorts of people, its become clear to me that we could do better in how we make the information available - making it available as usable data rather than a document.

Changing what we already do is not easy, there are all sorts of constraints and barriers. But lets take the regular publication of statistical releases. We produce quite a few of these and, although we have started to make some data available in excel format to support the actual documents, its not ideal.

So I'm wondering, is there anyone who could help me do two things?:

• First, how can we turn excel documents into useful and usable data feeds (RDF was mentioned to me, whatever that means...). Are there tools that can do this easily? What would I need? Can anyone set this up for me?
• Second, how do I sell this to the powers that be? I understand conceptually that we should be doing it, but I don't know how to articulate it well enough. It can't just be about goodwill or the right thing to do - what is the 'business' benefit (remember it still costs us to do this stuff, so it needs to involve almost no extra work)?

Unlike the Power of Information taskforce, I don't have big bags of money to dish out as a reward. But if you can help me, I promise you at least a pie and a pint, maybe more if I can get some money for development.

There's a £20k fund to allocated across one or a series of winning ideas. In a presentation to Tom Watson, I recommended five pots of up to £15k each, which I still stand by as a more appealing and sustainable prospect for entrants.

5. Muss der Bürger für jede Art des Zugriffs z.B. Elterngeld, ALG 2 usw eine neue Erlaubnis geben? 
6. Bezahlen die Arbeitgeber die Ausfallzeiten wenn ein Mitarbeiter während der Arbeitszeit aus Amt muss um seine digitale Signatur abzugeben? Wie lange müssen die Bürger auf dem Amt warten?
7. Verfällt die Erlaubnis zum Zugriff mit Verfall der digitalen Signatur?

Allein die Klärung dieser Fragen wird viele Ausschüsse jahrelang beschäftigen und erhebliche Kosten verursachen.  Zusätzlich muss auch eine verlässliche Hardware- und Softwareinfrastruktur bei allen Behörden installiert und gewartet werden. Hier wittert die BITKOM natürlich wieder Chancen für unsinnige Geschäfte, die letzendlich die Bürger teuer bezahlen müssen. Vielleicht sollte die BITKOM mal versuchen die Unternehmen aufzuforden, Produkte zu entwickeln, die die Bürger freiwillig kaufen!

Die Behörden sollten bei Antragstellung auf Sozialleistungen einfach die Zustimmung zum Datenzugriff per Unterschrift verlangen und dem Bürger eine Kopie mit der Unterschrift des Sachbearbeiters mitgeben. Wahrscheinlich muss man die Signatur ja auch per Unterschrift beantragen oder braucht man dazu eine weitere Chipkarte?

Mitt råd til Jørund var å bli litt frekkere, å prate mer om visjonene enn om Soria Moria og eNorge2009, og å sette mer makt bak kravene om at "endring må finne sted". Det tror jeg er helt nødvendig for å få opp endringstakten. Presentasjonen min viser nemlig at tjenestekvaliteten i offentlig sektor ligger etter tilsvarende i privat sektor (BIs kundetilfredshetsundersøkelse), svært mange kommuner har katastrofalt dårlig tjenestenivå, de svarer blant annet aldri på epost (Forbrukerrådet 2007) og Mandag Morgens undersøkelse fra nå i sommer viser at en urovekkende stor del av kommunene gjør for dårlig arbeid med IKT i egen organisasjon.

Ideal Government will be posting a summary of the discussion shortly, and I don't want to abuse their hospitality by stealing their thunder. So here are just a few thoughts that chimed with me:

• A real recognition that innovation doesn't have to cost a lot but we just need to just try things. I'd add that we also need to ensure that the good stuff that is already going on is identified and surfaced so we can learn better from each other.
• A feeling that incumbent IT providers have little to gain from promoting free, open source (market leading) collaborative tools as it threatens their business models. Must admit I hadn'treally given much thought to this before but it certainly feels right.
• We need to recognise that government won't always be best place to deliver innovation around public services or information. We need to be prepared to cede control and create the environment for others to act as intermediaries or have access to our data so they can create value from it. This is crucial, we have enough to do just improving our basic services online and not be distracted by the cool stuff (I'm regularly guilty of this, new betas are sooo seductive...).

Thank you Ideal Government for hosting the dinner. The more conversations people have, the more often, the better.

These principles formed one small part of a larger piece of guidance I researched and wrote with the COI at the end of 2007. I really enjoyed working on it and have been eagerly waiting to see how it would turn out after coming through the necessary bureaucracy.

They went through a number of drafts but I think that the 5 that 'made the grade' are sensible.

For curiosity/reference, the following are the original 10 principles as they stood when I passed over the completed guidance. They are written with civil servants in mind, but I think they're good advice for anybody finding/sharing/collaborating via social media:

General

1. Be involved... The lifeblood of social media is information and interaction. You will get as much out of it as you put in.

2. Be versatile... Social media needs facilitation and leadership, but there is also a lot of value in participating and spectating as a community member.

3. Be credible... Trust is an important currency in a social media space. Trust can be developed through consistency, thoroughness, accuracy, fairness and transparency.

4. Be constructive... A positive contribution to social media can be made through the provision of facts and figures, and by encouraging constructive criticism and deliberation.

5. Be responsive... The social media space is often informal and conversational. Be cordial, honest and professional at all times. Avoid jargon where possible.

Specific

1. Be official... You should not make commitments or engage in activities on behalf of HM Government unless you are explicitly authorised to do so and have management approval and/or delegations.

2. Be legal... Do not post anything on your blog online that you would not say in public. Standard Civil Service proprietary and ethics apply. Be aware of libel, defamation, copyright and data protection (for more information on legal issues refer to ‘Appendix 1’).

3. Be a representative... Always disclose your position and interest as a representative of the Government. Unless a site demands anonymity, use your real name and provide basic details about your role, team and agency/department/office. Never give out personal details (such as date of birth, home address, home telephone number, etc.).

4. Be realistic... Don’t over-stretch. Social media is more effective and manageable as a team-based activity than an individual pursuit.

5. Be integrated... Wherever possible, social media activity should be should be integrated and aligned with other online communications and offline activity.

Now that we have these principles, let's now have some action. And that's where the rest of the guidance - the big bit - comes into play...

I'm not sure this will lead to an explosion of government bloggers but it does provide some sense of security for those already bloggingt. It will be interesting to see where this leads - the public sector digital community seems to be responding positively: some can already see potential in the announcement, whilst for others there is a general sense of relief.
