State owned telecom company BSNL is planning to offer iPhone from December. BSNL is the second largest telecom company in Asia and first in India. An journal said that BSNL will launch it's edition of iPhone all over the country along with the launch of third generation network. The final decision will be taken in the meeting of circle heads from across the country in the end of this month. This means unlike other rivals Airtel and Vodafone who hold the 3G license in India, BSNL iPhone may acutally support 3G right from its launch. BSNL and MTNL are the first two to get 3G license in India. Department of Telecom has given the go ahead for it's launch. While the private telecom companies have to acquire 3G spectrum through a process of bidding, both the public sector units have already been allotted spectrum on a pro-rata basis.</p>
<p>MTNL is reportedly installing 1.5 million 3G lines in the first phase in Delhi and Mumbai and plans to tie up with the content providers on revenue-sharing basis to enrich its high-end services.  According to company officials, MTNL's network should be ready in the next two months in Delhi and four months in Mumbai.</p>

<content:encoded><![CDATA[<p><a href="http://www.vector.com.pl/en/systems/digital_television_systems/iptv_systems.php" target="_blank"><strong>IPTV</strong></a> is a system used to deliver digital television services to the consumers who are registered subscribers for this system. This delivery of digital television is made possible by using Internet Protocol over a broadband connection, usually in a managed network rather than the public Internet to preserve quality of service guarantees. Often, this service is provided together with Video facility on demand. In addition to this, there is provision to include Internet services such as web access and Voice over Internet Protocol (<strong>VoIP</strong>). In cases when Internet service is also provided,then it is known as <a href="http://en.wikipedia.org/wiki/Triple_play_(telecommunications)" target="_blank"><strong>Triple Play</strong></a>.</p>
<p>IPTV uses a Internet Protocol over broadband connection and very often this service has been provided in parallel with the Internet connection of the subscriber, supplied by an operator dealing with broadband. This is done by using the same infrastructure but apparently over a dedicated bandwidth allocation. Hence, it can be described as a system in which a digital television service is provided to subscribing consumers over a broadband connection using the Internet Protocol.</p>
<p>The history of IPTV states that, IPTV is basically a fusion of voice, video, and data service. It is not a new idea or, rather, development, but it is a result of high bandwidth and high speed Internet access. In earlier days, the speed of the Internet did not suit the concept and, as a result, it affected the voice and video services. In recent times, the speed of Internet and bandwidth has increased considerably, making IPTV prevail and become reasonably successful. Also, first generation Set Top Boxes were prohibitively expensive. The technology costs now permit a viable business model.</p>
<p>According to the history of IPTV, the year 1994, ABC's World News was the first television show to be broadcasted over the Internet, using the CU-See Me videoconferencing software. The term IPTV first appeared in 1995 with the founding of Precept Software by Judith Estrin and Bill Carrico. Precept designed and built an Internet video product named "IPTV". It was an MBONE compatible Windows and Unix based application that moved single and multi-source audio or video traffic, ranging from low to DVD quality, using both unicast and IP multicast RTP/RTCP. The software was written primarily by Steve Casner, Karl Auerbach, and Cha Chee Kuan. Precept was overtaken by Cisco Systems in 1998. Cisco retains the "IPTV" trademark.</p>
<p>Internet radio company Audio Net started the first continuous live web casts with content from WFAA-TV in January, 1998 and KCTU-LP on January 10, 1998.Kingston Communications, a regional telecommunications operator in UK, launched KIT that is Kingston Interactive Television, an IPTV over <em>DSL</em> broadband interactive TV service in September 1999 after conducting various TV and <a href="http://www.vector.com.pl/en/systems/digital_television_systems/vod_systems.php" target="_blank"><strong>VoD</strong></a> trials. The operator added additional VoD service in October 2001 with Yes TV, a provider VoD content. Kingston was one of the first companies in the world to introduce IPTV and IP VOD over ADSL as stated by the history of IPTV. India's state-owned communications services provider, Mahanagar Telephone Nigam Ltd. (<em>MTNL</em>) will reportedly offer Internet Protocol TV services (IPTV) under the Tri-Band name, with trial services to soon start pilot runs in New Delhi and Mumbai. India currently has no policy for IPTV services, though the Telecom Regulatory Authority of India has floated a consultation paper and proposed an amendment to the country's Cable TV Act to govern it.</p>
<p>If not today, then sometime soon,as per the history of IPTV,it will become a big business. The incumbent telecom operators worldwide are investing heavily in IPTV business. Infonetics Research, a Campbell, California based research firm forecasts that there will be 68.9 million IPTV subscribers by 2009.Countries like India and China, which have little or poor cable infrastructure are embracing IPTV, and so are European Union members. So far, the big growth in subscribers and revenues is coming overseas, especially in Europe.</p>

<p class="MsoNormal" style="margin:0;"><span style="color:black;">Mr.Sanjiv Mital said that Indian companies will not remain Indian but will become global soon after 3G services are rolled out. He also mentioned that when Bharti tries to acquire or partner with telecom or VAS related companies in </span><span style="color:black;">Europe</span><span style="color:black;">, they welcome the move and also feel proud to be associated with fast emerging countries like </span><span style="color:black;">India</span><span style="color:black;">.</span></p>

<p class="MsoNormal" style="margin:0;"><span style="color:black;">Mr. Talwar of MTNL said that VAS is the only mode left for telecom companies to survive in wake of ever decreasing call rates. If a company is not able to differentiate and provide better and innovative services day in and day out, nobody can stop it’s exit from the market. </span></p>

<p class="MsoNormal" style="margin:0;"><span style="color:black;">Mr. Vijay Shukla from Value First said that in today’s VAS world, there are 8 categories of people involved i.e. Subscriber content companies, Government and Associations like IAMAI, Advertising Agencies, Mobile Marketing Companies, Telecom Operators, Technology enabling companies like IBM, Handset Manufacturers, and Marketers who spend money.</span></p>
<p class="MsoNormal" style="margin:0;"><span style="color:black;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="color:black;">Mr. Suresh from Telibrahma said that brand in </span><span style="color:black;">India</span><span style="color:black;"> today is about people, community, interactivity and dialogue. But when it comes to Mobile Marketing, first two of the above don’t want to receive advertisements on </span><span style="color:black;">Mobile</span><span style="color:black;"> as they consider it as a spam. Thus challenges in building the Mobile Marketing are setting right expectations like in terms of ROI and measurablility and setting the right pricing…Talent (both business wise and understanding technology), scaling and integration with the advertising industry.</span></p>
<p class="MsoNormal" style="margin:0;"><span style="color:black;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="color:black;">Mr. Milind Pathak of Buongiorno said that now increasingly digital media like internet and mobile are getting more penetration then modes like radio and press. According to him, to succeed in Mobile Marketing, we need <span style="text-decoration:underline;">customer engagement</span> i.e. <span style="text-decoration:underline;">linking of consumption of medium with the brand message</span>. This will happen when there is a blend of virtual with real. Eg. Sites like 2<sup>nd</sup>. Life are doing so. </span></p>
<p class="MsoNormal" style="margin:0;"><span style="color:black;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="color:black;">M. Prasad of Virgin Mobile said that opportunities and challenges are basically same. He says Mobile Marketing serves <strong>effectiveness</strong> (by personalization and language freedom), is <strong>targetable</strong> (segmentation of customers), is highly <strong>interactive</strong> and; last but not the least is <strong>measurable</strong>.</span></p>

<p class="MsoNormal" style="margin:0;"><span style="color:black;">Mr. Mishra of Guruji.com said that mobile marketing should quickly move from push to pull strategy else it will die. ROI will be biggest when relevance and pull strategy will be adopted. For mobile search to succeed and be effective, it should be <strong>location sensitive</strong>, according to <strong>customer preference</strong> and has <strong>relevant content</strong>.</span></p>

<p class="MsoNormal" style="margin:0;"><span style="color:black;">Mr. Rajat of Idea Cellular said that fundamental core of mobility is “<strong>Ability to receive a call</strong>.” On enterprise level, foremost use is for <strong>productivity</strong> and <strong>comfort</strong>. Connectivity bearers are four i.e. <strong>voice, sms, ussd</strong> and <strong>gprs</strong>. Fundamental requirements of enterprises thus are <strong>encryption</strong> of messages, <strong>compression</strong> and <strong>scale</strong> of an application.</span></p>

<p class="MsoNormal" style="margin:0;"><span style="color:black;">Mr. Chetan from i2i said that for content enablement four factors play key role: <strong>branded content </strong>(i.e. unique and coming for well established name), <strong>presentation</strong> (language sensitivity), <strong>mobile advertising</strong> and <strong>analytics</strong> (relevance).</span></p>

<p class="MsoNormal" style="margin:0;"><span style="color:black;">Mr. Zubin from Tata Teleservices said that infotainment needs to know customer needs. Today connections are 90% pre-paid and 10% paid. This differentiates the customer into first being budget customer and later being hungry customer. Thus infotainment should be given to pre-paid customers in <strong>sachets</strong> i.e. according to customer requirement and his budget, not in bulk as company wants, else company will loose the customer. Paid subscribers are hungry for infotainment and always ask for more thus they should be given full version for e.g. A full video or song instead of a clipping. Rural customers also come in pre-paid segment and buy mobile services in order to enhance their livelihood and always see what value addition it will do to their livelihood and lifestyle. Thus, they need to be given highly specific highly targeted VAS which will help them in making their lives better. Eg. Providing them with just in time services like informing them about best market rates in which they will be able to sell their crop or right kind of seed or medicine they should put in different kinds of soil or seasons etc.</span></p>

Loads of Orange colored men flocked the streets like a virus and disrupted the traffic. Trucks full of dancing people held traffic for hours and yours truly was a victim. The day it all ended, I was quite happy that I could at least reach office at time. The next day I was greeted by this sight. Sigh!!! This was due to some strike by the truck drivers. The blocked all the roads and left a little bit of area in between as an act of kindness to that the vehicles may pass and the chaos may increase some more. I should have guessed by the way Mallika was slapping Ranvir. Why can't we come up with something original? Aamir was one great attempt but we need more such movies. And while I am on it, do watch the Korean Movie if you can get hold of it. It was the biggest blockbuster of all times in Eastern Asia and I really loved the ending.</li>

<li>We had a 1970s Bollywood theme party last Wednesday at 32nd Milestone in Gurgaon which was sponsored by our client. I was not able to get hold of what I was exactly looking for but finally I did managed to look like a movie star. ;) We danced, got drunk, ate a fabulous dinner and did some bowling at the end. The best part was that I later came to know that the bus which left the office that evening at 6 pm reached my home at 11.30 pm because of the ultra heavy rains that day. Thank God, I was not in that bus or I would have hanged myself from the curtains in the bus.<a href="http://mashedmusings.files.wordpress.com/2008/08/wp.jpg"><br />

I have been seeing Comedy Circus ever since I shifted to Delhi as my family is a great fan of the show. And I am hooked. <li>India got its first individual Gold Medal in the Olympics. When I got the news I thought my friend was joking. But its true!!!! And its great!!!! Congratulations to Abhinav Bindra. Its not a small achievement. The Indian News channels must be really happy. They now have the fodder for next 4 days. They are going to tear apart the whole family tree of Abhinav to find out the answer to one question - How the hell???</li>
<li>The last 7 days was the longest I have stayed away from blogging, all thanks to my MTNL Broadband connection. We all have experience of a certain category of friends who stay with us when things are hunky dory but abandon the ship as soon as something goes wrong. MTNL will remind you of such friends. It took the customer care 6 days to figure out the problem. 6 DAYS!!!!! Airtel has an SLA(Service Level Agreement) of 1 day which means that they have to fix the problem in 1 day. The MTNL staff is purely lethargic and incapable of any action till you reach them through the proper channel. Yes!!!! We had to ask a high officer to intervene. I HATE MTNL. :evil:</li>

<ul>
<li>Entry of foreign players (need to hold equity of atleast 26% in the JV floated with Indian partner)</li>
<li>Global auction will be conducted for 3G spectrum and all players having Unified Access Service (UAS) license or those eligible for the license would be allowed to participate.</li>
<li>10 slots of spectrum will be available for auction - 3 will be reserved for CDMA (spectrum: 50 MHz, 800 MHz and 1900 MHz frequency band.)</li>
<li>The spectrum will come with a reserve price of Rs 2,240 crore for a pan-India license.</li>
<li>The reserve price for a 2×5 Mhz block of spectrum for Mumbai and Delhi (both will have only 2 slots each of 5MHz available for allocation) and category-A shall be Rs160 crore and for Kolkata and category-B Rs80 crore and for category-C Rs30 crore. Spectrum for pan-India license would cost at least Rs2,020 crore.</li>
<li><a title="BSNL" href="http://www.bsnl.in/" target="_blank">BSNL</a> and <a title="MTNL" href="http://www.mtnl.in/" target="_blank">MTNL</a> have one slot reserved to offer 3G services in their respective circles of operations.</li>
<li>The operators will be exempt from paying any licence fees for the first year (will be charged one % of AGR (Adjusted Gross Revenue) every year).</li>
</ul>
<p>This is surely a great news for foreign players like <a title="Qualcomm" href="http://www.qualcomm.com/" target="_blank">Qualcomm</a> and BSNL/ MTNL are all set to launch 3G services in the next 6 months (<a title="iPhone" href="http://www.apple.com/" target="_blank">iPhone</a> to be available by next month - perfect timing!)</p>

<content:encoded><![CDATA[<p>Typically every argument about India's progress starts with poverty and ends with corruption. If you ask people to define corruption, most of them they give you a blank stare or run to get a dictionary. Then if you ask people to identify the exact corruption incidents and the rough estimate of monetary costs in their life, most of the time you get that blank stare.</p>
<p>Yet everybody seems to be very sure that corruption is the problem.</p>
<p>Let me tell you one story here. Around 1985, the performance of Bombay Telephone, only telephone company in Bombay, operated by government, was very poor. You had to register to get telephone and it could easily take 4-5 years (from the date you registered) to actually get a telephone connection in your home. It was a well known secret that  you could bribe somebody inside to get your name ahead in the queue and get you telephone earlier.</p>
<p>In 1990 the privatization began and several new schemes were introduced. One of the schemes was "Immediate connection", wherein you could pay a large amount as a deposit and you would get connection immediately. The scheme was nicely packaged as new era customer friendly deal.</p>
<p>What is the difference? In both cases the "deal" so to speak served customers who could afford to pay more for a connection (like traders, businessmen, etc.) and who needed connection a lot sooner. In first case the money went to the individual employee, in second case it went to the organization. So does the first case qualifies as corruption, as second as service?</p>
<p>The reality is tiered service is the need of the time.  Demand - Supply is the basis of any economic theory. And if the demand is not being met by system, then it will be met by bypassing the system.</p>
<p>Corruption is not the main problem in most of the cases. The main problem is poorly designed systems.</p>
<p>Indeed there are some cases where corruption is the problem. There was a case before some days when in UP, some people found the medicine bottles in the pharmacy were filled with water. This is not a corruption, this is crime. This is not system bypass, this is atrocity. There is no justification for this.</p>
<p>But for a large range of other cases, we must stop expecting something else.  We must stop expecting people to behave differently.</p>
<p>I remember before a few days, we were waiting outside a railway station. It was raining heavily. We were looking for a taxi. A taxi driver stopped next to us and asked for double the fair. My friend got irritated and refused. The taxi driver left.</p>
<p>Since both of us have visited USA, the argument obviously turned to taxi drivers in USA. We talked about how impolite and how corrupt the taxi driver was.</p>
<p>Some time later I was reading in newspaper about the Bandh, and how it stopped the Rikshaw and taxi business that day. I wondered, would anyone go and give some money to the taxi driver to cover him up for this type of days? If not, then what is the option for him other than taxing more money from me when I am in need? That is his way of providing "insurance" for the days he will lose business because of Bandh and Rail Roko and Riots and worst case, auto accidents.</p>

<p>So if we do not have any voluntarily provided cover for rainy days, it makes sense that the Taxi driver would solicit more fair when he is in stronger position.</p>
<p>The more I think, the more I see basic human dynamics at work. What we need is redesigning "systems", not redesigning "human nature" to reduce corruption.</p>

It was only a matter of time before it affected the cricket  fraternity &#38; today we are seeing cricket under the influence of that  transformation.</span></span></p>
<p class="MsoNormal"><span style="font-family:Arial;color:blue;font-size:x-small;"><span style="font-size:10pt;color:blue;font-family:Arial;"> A bit of trivia  indulgence takes us back to the Packer phenomenon, which dealt with rights,  social &#38; financial uplift-men of players  In terms of a metaphor we can  describe the Packer era as the” <em><span style="font-style:italic;">INDUSTRIAL  REVOLUTION”</span></em> in the world of cricket. </span></span></p>
<p class="MsoNormal"><span style="font-family:Arial;color:blue;font-size:x-small;"><span style="font-size:10pt;color:blue;font-family:Arial;">On the other hand the  T20 phenomenon and the launch of the ICL &#38; Stanford league is a metaphor of  globalization &#38; privatization of the sport and it is for public sector units  (read BCCI &#38; ICC) of the sport to acclimatize to the new change or perish. </span></span></p>
<p class="MsoNormal"><span style="font-family:Arial;color:blue;font-size:x-small;"><span style="font-size:10pt;color:blue;font-family:Arial;">The BCCI stance to  leagues like the ICL has been like the iconic stance take by Ford motors which  once shoved products with the approach of <em><span style="font-style:italic;">“you can have a car in any color as long as it is  black”;</span></em> how relevant that iconic positioning holds today for Ford is  anybody’s guess. Similarly the BCCI needs to look at the change in order the  sports consumption pattern is undergoing &#38; change its approach towards two  areas; first private entrepreneurship in the world of cricket &#38; the basic  product dynamics of all three forms of the game. </span></span></p>
<p class="MsoNormal"><span style="font-family:Arial;color:blue;font-size:x-small;"><span style="font-size:10pt;color:blue;font-family:Arial;">ICL which started the  city league format has seen its innovative format being replicated around the  world. With it’s first off the blocks advantage today the ICL has built a  formidable resource base in terms of player pool, facilities and support staff  and it is for the BCCI to take a stance of either a synergistic approach or  antagonistic position. The BCCI needs to understand that with a tight  international calendar and large player pool it needs to outsource some portions  of its domestic cricket to a private body so that majority of  Indian domestic  players receive the best of financial &#38; social  benefits.</span></span></p>
<p class="MsoNormal"><span style="font-family:Arial;color:blue;font-size:x-small;"><span style="font-size:10pt;color:blue;font-family:Arial;">It is a logical  business solution of outsourcing &#38; as a sports organization which prides  itself on its financial success; it baffles me as to how the messiahs of modern  sports management (Lalit Modi &#38; CO) do not see the benefit of doing the  same.</span></span></p>
<p class="MsoNormal"><span style="font-family:Arial;color:blue;font-size:x-small;"><span style="font-size:10pt;color:blue;font-family:Arial;">The rich representation  of the ICL players in what is probably the oldest cricket league in the world  (English County), was as an eye opener for cricket pundits who so far took the  bait that ICL was a league of second rung and retired players. </span></span></p>
<p class="MsoNormal"><span style="font-family:Arial;color:blue;font-size:x-small;"><span style="font-size:10pt;color:blue;font-family:Arial;">The ICL is in the  growth mode &#38; with every tournament has thrown up a stronger player base  (look at the progression in its foreign player signing since its inception)  &#38; therefore it is logical for the BCCI to bring the ICL under its fold to  capitalize on the ICL resources. </span></span></p>
<p class="MsoNormal"><span style="font-family:Arial;color:blue;font-size:x-small;"><span style="font-size:10pt;color:blue;font-family:Arial;">Some may say that with  IPL the BCCI has proved its might, but on the other hand the IPL has opened a  Pandora’s Box which has seen countering polices adopted by old guards (ECB&#38;  PCB) against the shift in power. The result is initiatives like Stanford-ECB tie  up or a proposed Pakistan Cricket League.</span></span></p>
<p class="MsoNormal"><span style="font-family:Arial;color:blue;font-size:x-small;"><span style="font-size:10pt;color:blue;font-family:Arial;">It would be a  catastrophic mistake to rest on the inaugural IPL laurels.  New leagues and  initiatives will mean new challenges for the IPL in forthcoming editions. Also  one needs to understand that the IPL has monetized its product financially to  its full potential. This is at least for the next couple of years till they add  new teams &#38; increase the IPL calendar. On other hand, Stanford &#38; ICL are  in the growth mode; two years is a long time and things may just take a U-turn  if the BCCI stance remains static. </span></span></p>
<p class="MsoNormal"><span style="font-family:Arial;color:blue;font-size:x-small;"><span style="font-size:10pt;color:blue;font-family:Arial;">The second point that  ICC needs to address is the product format of especially its two longer formats  of the game, One day internationals &#38; Test  cricket.</span></span></p>
<p class="MsoNormal"><span style="font-family:Arial;color:blue;font-size:x-small;"><span style="font-size:10pt;color:blue;font-family:Arial;"> If they still rest on  artificial assumptions that test cricket is the supreme format of the game  (based on ex- players opinion) then they will be in for a rude shock. The  arrival of T20 format is like the introduction of private news channels in the  world of single state broadcaster or private telecom operators in the ruling  times of BSNL &#38; MTNL. </span></span></p>
<p class="MsoNormal"><span style="font-family:Arial;color:blue;font-size:x-small;"><span style="font-size:10pt;color:blue;font-family:Arial;">This area has been  identified by astute readers of the game like Jaideep Ghosh (Cricketnext.com)  &#38; Harsha Bhogle (ESPN Star). Jaideep has thrown light of having a 125 over  format in tests,(Ref:  <a title="http://www.cricketnext.com/" href="http://www.cricketnext.com/">www.cricketnext.com</a>).  Harsha has dwelled  on the introduction of two innings format for the one-  dayers.</span></span></p>
<p class="MsoNormal"><span style="font-family:Arial;color:blue;font-size:x-small;"><span style="font-size:10pt;color:blue;font-family:Arial;">It is time for the ICC  to consider these opinions with utmost seriousness; after all it survives  in  the modern competitive sporting scenario with mass sporting disciplines like  soccer , Formula-1 &#38; rugby to name a few.</span></span></p>

<p align="justify">Broadband subcription numbers have increased significantly in the last year (<a title="+50%" href="http://thomsonindia.files.wordpress.com/2008/02/broadband-subscribers.jpg">+50%</a>) but from a very small base. According to TRAI, the telecom regulator,<strong> there were 3.90 million residential broadband subscribers at the end of March</strong>. Public operators BSNL and MNTL currently provide 65% of broadband subscriptions. the largest private ISP is Airtel, with 0.7 million customers.</p>
<p align="justify">PC sales have also been dynamic, particularly over the last quarter, MAIT, an association representing computer vendors, <a href="http://www.tech2.com/india/news/laptops/laptop-sales-in-india-grow-59-percent/28021/0?utm_source=dailynewsletter&#38;utm_medium=email">recently reported a 11% increase on sales year-on-year</a>. Laptop sales have increased 59%<strong>.</strong>  Another survey by <a href="http://www.idcindia.com/press/dec16a.html">market research firm IDC </a> gives a 25% increase in PC sales for Q3'07 and a 84% increase in laptop sales. <!--more--></p>
<p align="justify"><strong>IPTV is still at a very nascent stage in India</strong>. <a href="http://thomsonindia.wordpress.com/2008/02/20/an-overview-of-bharti/">Bharti</a> and <a href="http://thomsonindia.wordpress.com/2008/03/07/reliance-adag/">Reliance Communications</a> (part of R-ADAG) have both announced that they will soon start offering IPTV services. Bharti, India's largest mobile company is currently running a test on 1,000 households around Delhi, and should launch the service next summer. Reliance Communications only offers Internet services to companies for now, but wants to foray into residential services, including 'triple play'. MNTL, a public company, is slightly ahead of the game, as it has already launched an IPTV service in Mumbai (Bombay) and claims to count 6,000 subscribers.  MNTL is currently facing <a href="http://www.contentsutra.com/entry/419-regulatory-road-block-for-mtnls-iptv">regulatory problems </a>as TRAI  says its Basic Service Operator (land-line) license does not allow it to offer IPTV services.</p>
<p align="justify"><strong>It is unlikely that IPTV will take off in the short run, given the low PC and broadband penetration, and lack of  LLU. <p>NEW DELHI, INDIA: Following the announcement of the much awaited 3G policy, Bharat Sanchar Nigam Ltd will be rolling out 3G services in the important metros in country in another six months.</p>
<p>Speaking to CIOL, chairman-cum-managing director (CMD), BSNL, Kuldeep Goyal said decks for 3G roll out have been cleared and BSNL will be offering services in the another six months. "We will be inviting tenders for our 8-9 million lines soon and final roll out will be in another six months," said the CMD.</p>
<p>BSNL and MTNL have got a head start over its rivals as they need not participate in the 3G spectrum bid and can roll out its services any time they are ready to roll out.</p>
